One of the first references to Ski Vehicles in the Territory can be found with the introduction of a new Motor Vehicle Ordinance by the Territory Council on May 10, 1952, wherein a "Tracked Vehicle" is defined as meaning "a motor vehicle operating wholly or partly on treads or skis" - however, no specific reference is made to registering these types of vehicles at that time.
When they Territory set about creating a new licence plate type for Ski Vehicles in 1970, an early iteration included the words "Ski-Doo", which of course was the brand name of a machine manufactured by Bombardier. In producing a mock-up for consideration by the Territory, Oakalla commented that "we assumed that you do not want to advertise for this particular brand of vehicle so have labeled the plate as indicated ("SKI VH"). This insert would cost approximately $85.00. Possibly we could do without the insert and just use the insert prefix 'S'."
The Territory advised that "your assumption repsecting the advertising of a particular brand of snow-mobile is well taken and was a point that we did pick up when ordering our registrations, however, seemed to overlook on the licence plates. In view of the insert used for motorcycles, I would request that the insert "SKI VH" rather than the prefix 'S'."
